Shajra Khasra & Latha (شجرہ خسرہ)

Intiqal / Land Mutation (انتقال)

The formal legal process of recording a change of land ownership in revenue ledgers following inheritance, sale, gift, or court decree.

Kahcharai & Khalsa Sarkar (گاہ چرائی)

Kahcharai refers to protected village communal grazing lands reserved for livestock; Khalsa Sarkar denotes unalienated state-owned public domain lands.

Gair Mumkin & Abadi Deh (غیر ممکن)

Gair Mumkin classifies uncultivable rocky, gorge, or riverbed land; Abadi Deh designates inhabited residential village site clusters.

📝 Applying for a Domicile Certificate Online

A Domicile Certificate is mandatory for local employment, higher education admissions, and welfare schemes. You can apply digitally through the following steps:

  1. Register online: Visit the official e-Unnat Portal or JK e-Services and register as a citizen.
  2. Select service: Log in, go to the services list, and choose "Application for Domicile Certificate."
  3. Fill out the form: Complete the personal and residency details accurately.
  4. Upload documents: If you hold a Permanent Resident Card (PRC), upload copies of your PRC and Aadhaar. If not, upload proof of J&K residency for 15 years (e.g. voter list entry, electricity bills, school certificate).
  5. Track & Download: Submit the application. Once approved (usually within 15 working days), download the digitally signed certificate directly from your dashboard.

⚖️ Division of Administrative Powers: CM vs. LG

Under the J&K Reorganisation Act, administrative control is divided between the elected assembly and the central representative:

Jurisdiction Elected Government (Chief Minister & Cabinet) Lieutenant Governor (LG) & Central Executive
Core Departments Education, Health, Agriculture, Public Works (PWD), Tourism, Forests, Municipalities. Police, Public Order, Land Administration, Civil Services control (transfers/postings).

🌾 Land Ownership & Property Tax Regulations

  • Agricultural Land Protection: Only permanent residents of J&K are eligible to purchase agricultural land. Agricultural plots cannot be converted for commercial use without obtaining permission from the District Collector.
  • Property Tax Rules: Property tax is applicable only within urban municipal limits (Srinagar & Jammu). It excludes all agricultural lands, vacant plots, and residential houses with a built-up area of less than 1,000 sq ft.
